He supports:

• Clearing hazardous brush and reducing fuel loads through thinning, grazing, prescribed burns, and new technologies
• Helping partner agencies acquire a twin-engine firefighting helicopter, water tenders, and more heli-hydrants to improve response times
• Supporting mobile air curtain burners and hosting community chipping events to eliminate excess vegetation
• Conducting a full review of reservoirs, hydrants, and water mains to ensure infrastructure meets emergency needs
• Empowering landowners and business owners to take part in fuel mitigation, with fewer regulatory hurdles and more local control
• Advocating for affordable insurance for homeowners in fire-prone areas and pushing back against carrier abandonment

Public safety begins with coordination and ends with readiness. Cole believes in a professional, well-equipped force that’s ready for anything.

He supports:

• Investing in equipment, training, and technology that strengthens day-to-day and large-scale readiness
• Coordinating between fire districts, water agencies, and emergency services for joint disaster planning
• Promoting fire-wise communities with defensible space, fire-safe building codes, and local fuel reduction efforts
• Working with HOAs, schools, and public buildings to make entire neighborhoods more fire-resilient

When disaster strikes, every second counts. Cole supports systems that get residents out safely and responders in fast.

He supports:



• Expanding community-based wildfire protection plans
• Improving weather monitoring, fire lookout, and early detection technology
• Developing and maintaining evacuation routes and clearly marked zones
• Educating residents on go-bags, warning systems, and personal preparedness

Nearly 70% of North County Fire’s calls are medical. Cole supports maintaining and improving one of the top EMS programs in the state.



He supports:

• Maintaining ALS trained paramedics on every engine and ambulance
• Supporting rapid ambulance response times across all communities
• Continuing mutual aid and boundary-drop programs to speed service delivery
• Backing the JPA with Fallbrook Regional Health District to close gaps in care
• Investing in public access AEDs and community CPR/first aid awareness
• Protecting customer service excellence with continued outreach and accountability

NCFPD does more than fight fires, it also saves lives in tough terrain, rural areas, and natural disasters.

Cole supports:

• Maintaining top-tier training and equipment for search and rescue operations
• Integrating new tools like drones, GPS mapping, and digital incident command systems
• Strengthening mutual aid agreements for large-scale rescues

Cole believes in responsible spending, efficient operations, and leadership that respects the community, not top-down mandates from Sacramento.

He supports:

• Keeping the District focused on core emergency services, not political distractions
• Ensuring transparency in budgeting, contracts, and board decision-making
• Doing more with less: investing in what works, cutting what doesn’t
• Listening to residents and property owners—because leadership starts by showing up
